EVELYN BANKS NEELY, Director of the Income Maintenance Division of San Mateo County’s needy formed Human Services Agency, is the highest-ranking black woman employee in San Mateo County government During her 22 years in social work for this county, she developed and implemented programs for the homeless in the General Assistance program and supervised implementation of the Greater Avenues for Independence (GAIN) program. She has worked with community groups to increase educational opportunities for children of welfare clients and to assist with adoptions and foster placements of children. She has worked to help Medi-Cal applicants receive benefits during a budget crisis with Planned Parenthood and developed higher levels of service for In-Home Supportive Services recipients. She is an active participant and past president of Delta Sigma Theta, a public service sorority, vice president of San Mateo County Women in Management, a participant in the formation of Black Women in County Government, a member of Links, Inc., a volunteer service organization, and the National Association of Black Social Workers.
