Dr. Jean E. Van Kuelen, PH.D

JEAN E. VAN KEULEN, PH.D. of South San Francisco. Dr. van Keulen is the founder and Executive Director of the Institute for Human and Social Development, Inc. located in South San Francisco. She developed a childcare program to serve 50 low-income children and their parents in San Bruno in 1978 which still functions. Dr. van Keulen also developed a county-wide special education program in 1978 which served over 500 children with disabilities called, “The Demonstration Service Model”. This Model worked with school districts, the County Office of Education and community agencies in securing needed services for the children. Dr. van Keulen is licensed vocational nurse, a special education teacher, professor, grant writer, project director, and has worked as the Executive Vice President for two Peninsula firms. She also developed and implemented an Adult Literacy Program for Headstart parents with 45 participants the first years. She received a Doctoral Fellowship from San Francisco State University in 1973 and is a Phi Delta Kappa Scholar. Dr. van Keulen is married and has two children.
